HSAs One Year Later: The Voluntary Market View

In 2004, Eastbridge Consulting Group, Inc. conducted some preliminary research on what worksite carriers were planning to do (if anything) with health savings accounts (HSAs) and their opinions on the impact this new product might have on voluntary sales. Since that time, many articles have documented the growth and changes in the HSA market. These studies usually come from the perspective of those active in the medical market. Our most current study, however, looks at the market from the perspective of voluntary benefit brokers and carriers.

The study, HSAs One Year Later: The Voluntary Market View, was designed primarily to answer questions such as:

  • Where are voluntary carriers today relative to HSAs?
  • What are brokers who sell voluntary experiencing?
  • Have HSAs had any impact on voluntary business?
  • What changes have voluntary carriers made or seen in this market?
